Coast Water Works Development Agency Exposed for Favouring Ladies in Tender Issuance

The Coast Water Works Development Agency (CWWDA) has for months been on the spot for various multi-million corruption scandals.

The government parastatal is yet again on the spot after it emerged that its Procurement Head Stanlus Jira is favoring ladies in the tendering process at the expense of merit.

The allegations against the officer are so overwhelming with reports that his own secretary at the parastatal has landed some big deals.

The secretary (name withheld) is also said to have sired with the procurement officer heavily linked to it.

An insider at the agency says that Jira who normally sells tenders to the highest bidders and has a very high appetite for ladies has milked the parastatal millions of shillings.

“He promises bidders heaven but ends up delivering it to his women of choice and in the process a lot of money is lost,” the source said.

The irritated bidders including some Somalis have vowed to expose him and other officials at CWWDA.

The bidders also want the national assembly’s Public Accounts Committee jointly with the finance committee to initiate a probe into the agency’s tendering process dating back to 2020.

As Deputy president Rigathi Gachagua is expected to tour Mombasa and other neighboring counties.

He is expected to make stern warning or changes at some parastatals at the Coast which may include Coast Water Works Development Agency.

One of the irate bidder who sought anonymity said that Jira and other allies normally take upto 15-30 percent of the job as a lot and the monies are paid half-front.

“ He invited me for a drink in Nyali. The guy eats like there’s is no tomorrow. I refused to his demands. He wa ready to give me an LPO but he wanted to sleep with me and i refused.” She said

The agency was last week put to task by a civil society organization over misappropriation of funds set aside for construction of water distribution pipelines and sanitation facilities in Mombasa.
