The Controller of Budget should give room to dialogue with inter-government organs on the issuance of bursaries by county governments.
Nairobi based politician Johnson Oduk has recommended that the funds regulator should give room to dialogue on how the constitutionality of the issue can be resolved without denying eventual beneficiaries of county bursary funds.
Oduk who is a businessman cum politician has called out the CoB for waiting until when schools have reopened to issuer a statement on the constitutionality of county bursary funds.
” The fact that this has come when schools have already reopened and parents had already invested their hope in it calls for dialogue,” Oduk said
The CoB on Wednesday issued a statement questioning the legality of county bursary funds,where she emphasized that education is a national government function and that counties can only issue bursaries,upon transfer of functions.
