Tourism Minister Dr. Alfred Mutua is set to be investigated for the mismanagement of billions of shillings during his ten-year tenure as the governor of Machakos County.
This revelation comes in the wake of a report released by the Auditor General, Nancy Gathungu, which exposed the mismanagement of public funds during Dr. Mutua’s administration in Machakos County.
The Senate committee investigating the Auditor General’s report on the completed budget of June 2022 has called on the Ethics and Anti-Corruption Commission (EACC) to thoroughly scrutinize the violations of financial regulations during Dr. Mutua’s leadership.
The Senate Public Accounts Committee, led by Senator Moses Kajwang’, described the corruption as “a 10-year afrosinema film,” stating that Dr. Mutua left stalled projects worth over Ksh 1.18 billion, accumulated debts amounting to a total of Ksh 3.1 billion, and legal service fees shrouded in controversy totaling Ksh 1.14 billion.
According to Ms. Gathungu, the county government continued to engage external legal services against the law, despite the county being overwhelmed with over 400 pending cases, and it was heavily burdened by legal firms.
Furthermore, the county’s arrears of interest and litigation costs reached a total of Ksh 172.3 million due to untimely payments.
The County’s Department of Health and Emergency Services also made unlawful payments of Ksh 23.4 million to cover interest and legal service expenses.
