Nairobi County Secretary Patrick Analo on the Spot over Rogue and Unilateral Decisions

Nairobi County Acting County Secretary Patrick Analo is increasingly being put on the spot by both county officers and the public over what appears to be sanctioning of unilateral decisions that are hampering service delivery and putting the officers at the risk of losing the careers.

While some have directly picked on Governor Sakaja for their complaints, it has emerged that it’s Analo who is making most of the decisions that are questionable.

It is just a fortnight ago when The Kenya County Government Workers Union  strongly condemned City Hall’s decision to suspend three officers from the Security and Compliance department.

The union, through Nairobi Staff Branch secretary Mr Festus Ngari and Nairobi City Branch secretary Mr Calvince Okello, demanded the immediate rescindment of the suspensions.

The union through a statement explained that  suspension of Security and Compliance Chief Officer Mr Tony Kimani, Director of City Inspectorate Mr Benjamin Omondi, and Assistant Director Operations Ms Carol Njuguna was executed without due process, violating the procedures outlined in the law and the PSC HR manual.

They cited  a rising tendency of unfair treatment towards county employees and in particular  harassment and dismissals without proper adherence to established procedures.

A county staff who spoke on request of anonymity agreed with the union that City Hall has refused to  respect established procedures of suspending or terminating an employee’s contract.The source laid blame on Analo and sector heads whose interest is to do away with any officers standing on their way from looting the public coffers.

“Let us not beat around the bush and just call a spade a spade, we know that man calling himself the County Secretary is incompetent and can’t adequately advise the governor on critical solutions,” the source said.

In its statement, the union cited the case of  former County Attorney Mr Lydiah Kwamboka and Ward Development Fund CEO Ms Josephine Kithi.

Kwamboka was fired for going against the county’s plot to pay over Sh. 1.4 billion as legal fees when she had recommended payment of the money to small firms owed as little as Sh1million.

“This kind of populist, emotional, erratic, and primitive action of victimizing workers for carrying out their mandate that is fast becoming the norm in this Government devoid of facts, good labour, and administrative practices has brought emotional distress to these officers and tainted their otherwise stellar careers,” the union states.

The union warns that if the county continues this trend of dismissing workers arbitrarily, it will instill fear and demoralize Nairobi County Workers.

The county through Analo, suspended the three officers based on allegations of harassment and degrading treatment of traders, motorists, and business owners.

Analo and Chief Officer finance Asha Abdi have been working together and the county staff who talked to us says the two are willing to orchestrate  the removal of anyone who dares stand their way.

This comes hot on the heels of reports that Mr Analo has also been asked by the chairman County Public Service Board Thomas Kasoa who complained to his office about sector heads assigning duties to officers outside their appointed substantive positions.

The letter dated 7th November,2023 demanded  that any office performing duties outside their designated position to revert to their substantive position immediately.

There is a lot of confusion on the job description of one Harry Mwahari who used to work in the department of Trade, Commerce,Tourism and Cooperatives as the Deputy Director.

Also serving under a mystery of confusion is, Vivian Mavua, Beth Muthoni, Brian Oyando, Ambrose Musau, Denis Muia, Mary Maina and  Peter Mogoko head of procurement among others.

There has been no explanation on the  circumstances under which Harry Mwakasi was redeployed.

There is also still a lot of mystery on the circumstances under which former head of investigation by the name Birech lost his position.

In another shocking revelation, a letter dated 10th November,2023 from Chief Officer Disaster Management and Coordination Bramuel Simiyu to Chief Finance and Economic Planning Asha Abdi, detailed how a number of irregular and unauthorized transactions were made on the IFMIS platform that affects the sector budget.

A case in point as per the letter is commitment of Ksh 15,658,500 invoiced from the fire fighting and rescue development expenditure.

The letter revealed how  officers at the county are using all manner of tricks to conduct business not under their area of appointment.
