President William Ruto unveiled a disturbing trend within the government, where senior managers inflate their salaries beyond the limits set by the Salaries and Remuneration Commission (SRC).
Speaking at the 8th Devolution Conference, Ruto raised concerns about government leaders receiving higher compensation than his own Ksh1.4 million pay, particularly spotlighting this issue within government parastatals.
Highlighting the concerning extent of this malpractice, Ruto revealed that even university vice-chancellors, who head institutions, were found to be earning more than his own salary.
As per SRC, the President holds the highest-paid position among civil servants, receiving a monthly salary of Ksh1,443,750, excluding additional benefits such as a Ksh10 million inpatient health cover.
Deputy President Rigathi Gachagua is the second highest earner with Ksh1.2 million.

Ruto’s disclosure underscores the widespread misconduct among certain civil servants, with some earning over Ksh16.8 million annually.
“This raises questions about their contributions and responsibilities. This is a conversation we need to address,” Ruto emphasized.
While refraining from naming individuals involved in the salary inflation, President Ruto reiterated his commitment to eradicating such practices that undermine the quality of public service.
“Individuals implicated in the misuse of public funds, whether at the national or county level, will face appropriate consequences. I urge relevant agencies to take swift action against corruption,” he asserted.
In June, President Ruto expressed frustration over cases of state officials receiving monthly salaries exceeding Ksh2 million.
Regarding impacted universities, Ruto noted that Vice-Chancellors (VCs) collude with council leaders to artificially inflate their earnings.
