Deputy President William Ruto has challenged President Uhuru Kenyatta to release the investigation file on the Sh7.8 billion Kenya Medical Supplies Authority (Kemsa) scandal which he promised.
During the Kenya Kwanza Alliance rally in Kimana, Kajiado South the DP accused Orange Democratic Movement (ODM) leader Raila Odinga of benefiting from the scam.
“This opposition failed. You (Odinga) came and participated in the looting and corruption. You even stole from Kemsa. You have no authority to discuss corruption in government,” he said.
He claimed that Odinga has shielded and “sanitized” graft suspects at his Capitol Hill offices in Nairobi while claiming to be a political saint.
“Every credit for the Jubilee success comes to us because we were one team. President Kenyatta and I made it happen. Do not come here and teach us about the government. You failed in the opposition, whose only role was to shout and make noise,” he said.
The DP said his administration will pump resources into universal healthcare which was a Jubilee project “before the opposition hijacked the government”.
Investigators from the Ethics and Anti-Corruption Commission (EACC) preliminary findings showed that several laws on public procurement were flouted during the awarding of the tenders.
On August 31 2020, Kenyatta ordered the Health Ministry to publish details of all purchases made during the coronavirus pandemic following allegations that government officials stole millions of dollars of vital medical supplies.
The directive applied particularly to tenders issued by the state-run Kemsa, at the centre of a growing scandal that has prompted strikes at ill-equipped hospitals and street protests.
The scandal came after DCI vowed a separate inquiry into the alleged theft of PPEs supplies donated by Chinese billionaire and Alibaba founder Jack Ma.
The allegations of graft and misappropriation surfaced as new infections of Covid-19 soared across Kenya, though numbers have dipped in recent weeks.
Jubilee Vice Chairman David Murathe ignited fire when he linked Ruto to a company known as Kilig Limited which is said to have won a lucrative Sh4 billion tender to supply COVID-19 kits at Kemsa.
“We have the legal transfers, go check the local banks and find out who the account holders of the company are; you will find that they are known partners of William Ruto,” said Murathe, in an interview with a local television.
Top Kemsa officials defended themselves against the allegations while the former Chief Executive Officer, Jonah Manjari and two other officials from the body were suspended as investigations continue.
